It is good advice, but can you imagine the Bible bashers thinking it's acceptable? I know this advice has been given in sex ed in high school here, with almost no controversy. Those who protest are seen as ridiculous.

That's the difference between the main centre-right party here and there. Ours significantly increased benefits, regularly increases the minimum wage, supports universal healthcare etc. They come out significantly further right on the political spectrum than most of our political parties, but in the US they'd be further left than the Democrats on most policies.

I can't work out if Paul Ryan really believes his policies would work, or he's just plain cruel.

I did not know the expression "to rub one out", but the advice is not unsound (although in healthy young males rubbing 2 or 3 out might work better).
Contrary to what the 'moral crusaders' want you to believe there is a negative correlation between access to pornography and rape incidence.
In Denmark and the Netherlands it was seen after legalisation of pornography a few decades ago. More recently the access to internet is used as a measurement for access to pornography.
