Yes. During the Cold War it was Russia, but more recently it has been the US in the circumstances you state. France has apparently offered to voluntarily give up their veto power in circumstances where there is potential for mass atrocities, and they hardly ever use it anyway. McCully says the United Kingdom has a &quot;fairly moderate&quot; view on its use too, but I don&#039;t know what that means.

A few years ago New Zealand (I think under Helen Clark but it might have been the previous National government) came up with a formula about the use of the veto. I remember at the time thinking that it sounded like a good compromise that the P5 might agree to, but I can&#039;t remember what it was! Very annoying - I&#039;ve been trying to recall it for months. Perhaps while we&#039;re on the Security Council it will come up again, as McCully seems determined to address the issue.]]></description>
